Job Description:
  • Provide a dedicated professional Advanced Auditor(s) to assist with the Department of Workforce, Division of Vocational Rehabilitation's State Licensing Agency (SLA) review of the nominee agency, Randolph Sheppard Vendors of Wisconsin (RSVW). RSVW is a non-profit organization designated by DVR's State Licensing Agency, through written contract, to act as its agent in the provision of services to blind licensees under Wisconsin's Business Enterprise Program (BEP).
Role & Responsibilities::
  • Provide auditing services to conduct a financial review of RSVW's operations and submit a final report of findings to DVR, due on or before June 30,2024.
  • Plan, conduct and/or lead lower-level Auditors in review of financial statements, policies, documentation, and system of internal controls analysis.
  • Perform office and field audits following procedures in accordance with Generally Accepted Auditing Standards or Generally Accepted Government Auditing Standards, or International Standards for the Professional Practice of Internal Auditing (as applicable).
  • Prepare working papers.
  • Prepare schedules, tables, graphs, and other exhibits, as needed, for interim and the final report.
  • Conduct entrance and exit meetings with the audited entity.
  • Conduct audit investigations and prepare exhibits and other documents and provide oral testimony for any potential litigation.
  • Advise management on methods to improve accounting or other operational procedures.
  • Test internal controls.
  • Travel to and within Madison, Wisconsin may be required.
  • Regular formal and informal status meetings will be held with DVR as needed. In addition to discussing progress, these status meetings will be used to present significant findings and recommendations in draft form for review and discussion prior to finalization, as well as discuss any potential changes in scope. If significant issues are found and an expansion or reduction in scope is required, the details of the situation will be documented and presented to the appropriate DVR management before proceeding.
Tracking, reporting and discussion of the engagement status will:
  • Provide consistency in monitoring the engagement's progress against plan.
  • Raise issues in a timely manner allowing prompt resolution.
  • Ensure management input is included throughout the process.
  • Procedures shall be performed in accordance with professional standards set forth by the Institute of Internal Auditors.
